Mr Sim Hwee Cher was appointed on 9 September 2019 and assumed Chairmanship of the Board’s Audit Committee on 26 September 2019.
He was previously from PricewaterhouseCoopers LLP where he held the roles of Vice Chairman (Operations), Assurance leader, member of the Leadership Team and member of the Executive Board for Singapore, China, Hong Kong and Taiwan.
Mr Sim currently also serves as Director at NTUC Income Co-Operative Limited, UOL Group Ltd, Mandai Park Holdings Pte. Ltd., The Esplanade Co Ltd and Community Chest. In addition, he is Council member of National Youth Achievement Award Association and Member of the Advisory Board for The Centre for Ageing, Research and Education.
Mr Sim holds a Bachelor of Accountancy (Honours) from National University of Singapore. He is a Fellow of the Chartered and Certified Accountants of UK and also a Fellow of the Certified Public Accountants of Australia.
Mr Neil Mathison was appointed on 30 June 2016, and is the owner and Director of Mathison Consulting Pte Ltd, a management consultancy for (re)insurers in Asia.
He was formerly the Executive Chairman of Aon Benfield Asia where he also served as Chief Executive Officer following the merger of Aon Re and Benfield in 2008.
Prior to that, Mr Mathison led the East Asian reinsurance broking operations of Benfield and Greig Fester as Managing Director for Asia (ex Japan), and has worked in the Asian reinsurance industry for over 30 years.
Mr Mathison was Deputy Chairman of the Reinsurance Brokers’ Association of Singapore from 1997 to 2015.
He has a Bachelor of Science (Honours) from the University of Southampton, UK and is also an Associate of the Chartered Insurance Institute, UK.
Mr Bobby A. Heerasing was appointed Executive Director & Chief Executive on 3 May 2018. He is currently Chief Executive of ACR Capital Holdings Pte. Ltd. and Asia Capital Reinsurance Group Pte. Ltd.
With more than 20 years of international and regional (re)insurance experience, Mr Heerasing was the Regional Underwriting and Distribution Director of XL Catlin prior to joining ACR.
Mr Heerasing has a Master in Business Finance from Brunel University London, UK. He is also an Associate of the Chartered Insurance Institute, UK.

Mr Hsieh Fu Hua was appointed Independent Non-Executive Director & Chairman on 13 June 2018. He is currently adviser to the PrimePartners Group, which he co-founded, and a board member of GIC Private Limited and Grab Holdings Inc.
A firm believer in giving back to the community, Mr Hsieh also serves on the boards of a number of non-profit organisations. He chairs the National University of Singapore, the National University Health System, the National Gallery Singapore, and the Stewardship Asia Centre. He was formerly the President of the National Council of Social Service.
Starting his career in merchant banking and capital markets with Morgan Grenfell Asia Holdings in 1974, Mr Hsieh eventually rose to head the organisation. He subsequently served as Group Managing Director of BNP Prime Peregrine Group Hong Kong, CEO of Singapore Exchange, President of Temasek Holdings and Chairman of United Overseas Bank. Mr Hsieh has a Bachelor of Business Administration (Honours) from the University of Singapore (now known as National University of Singapore).
Whye Loon joined ACR in 2010 with almost 30 years of insurance experience across the industry’s value chain, including actuarial, underwriting, risk management and business development.
Prior to joining ACR, Whye Loon was Chief Risk Officer at Al Fajer Retakaful Insurance Company, K.S.C.C., Kuwait. His experience spans across the globe, from Asia Pacific to the Middle East and the US, including tenures at OAC Insurance, Allianz Re and Watson Wyatt.
Whye Loon has a Bachelor of Science in Actuarial Science from the University of Central Oklahoma, US.
Wei-Lyn joined ACR in 2015 as Head of Human Resources with more than 15 years of regional management experience across public and private sectors, including Singapore’s Economic Development Board and Akzobobel Paints (Asia Pacific) Pte Ltd.
She was previously Changi Airport Group’s Human Resources Vice President of Business Partnership.
Wei-Lyn has a Bachelor of Social Science (Honours) in Psychology from the National University of Singapore. She is also a certified Six Sigma Black Belt in Human Resources.
Soeren joined ACR in 2018 with over 20 years of underwriting and senior management experience at Allianz and XL Catlin. He was also Catlin before its acquisition by the XL Group.
He has held numerous senior management roles including General Manager, Non-life Treaty Division at Allianz Re SE, Reinsurance Branch Asia Pacific and Catlin Chief Underwriter Officer, Reinsurance, Asia Pacific. He also sat on committees with global responsibilities in underwriting, international security and general reinsurance management.
Soeren is a business administration graduate from the University of Applied Sciences Cologne, Germany. He is also a Fellow of the Chartered Insurance Institute, UK.
Sergei joined the ACR group in 2015, backed by 17 years of insurance experience, particularly in financial stewardship.
He was previously working for ACE Group in Hong Kong, Metlife Inc., and various AIG operating life companies.
Sergei has a Master of Arts (International Studies) from John Hopkins University, US, and a Master in Business Administration from INSEAD, Singapore. He is also a CFA Charterholder.
Ronnie joined ACR in 2018, bringing with him 28 years of general insurance experience across general and market management, underwriting, reinsurance, and oversight on claims, risk engineering, and product & pricing.
His previous roles include Managing Director, Commercial Lines & Health at AXA Singapore, Regional Director of Commercial Lines at AXA Asia, Chief Underwriting Officer, Global Corporate, Asia Pacific at Zurich Insurance, Regional Head of Corporate & Commercial Business, Asia, at Zurich Insurance, and Deputy Regional Property Manager GCSEA at AIG.
Throughout his career, he has been responsible for regions that included North Asia, Southeast Asia, Australia, and other territories across Asia Pacific.
Ronnie has a Bachelor of Social Sciences (Business Management & Economics) degree from the University of Hong Kong. He is also a Chartered Insurer.
John joined ACR in 2016 with over 30 years’ experience in General Insurance in various senior claims management roles. He spent the majority part of his career in the UK as the Chief Claims Manager for NFU Mutual.
In 2011, following the Canterbury earthquakes, he was appointed project Country Manager based in New Zealand by a global insurer to manage ACS, an insurer in run-off with significant liabilities.
John is a Fellow of the Chartered Insurance Institute UK.
Don joined the ACR group in 2008 as Head of Investment and Structured Finance. Prior to that, he was with XL Capital Group in New York where he was responsible for originating, structuring and executing asset-backed transactions and investments globally, with specific focus on Asia, US and Latin America.
He was previously with Swiss Re Group in Zurich, London and Hong Kong, where he underwrote Asian and European credit transactions. Don holds a Master of Business Administration from Columbia University, New York, US, and a Master in Economics from Shanghai University of Finance & Economics, China. He is also a CFA Charterholder.
Hetul joined ACR in 2018 with over 10 years of regional and international actuarial experience, first with Catlin, and subsequently XL Catlin. During his last role as XL Catlin’s Chief Business Actuary, Asia Pacific, Hetul sat on a number of Asia Pacific and global leadership committees such as Singapore Board of Directors, Asia Pacific Business Leaders and Global Asset Risk Committee.
Hetul has a Bachelor of Science (Honours) in Mathematics, Statistics and Operational Research from University of Manchester Institute of Science and Technology, UK. He is also a Fellow of the Institute and Faculty of Actuaries, UK.
Bobby joined ACR in 2017 with more than 20 years’ industry experience. He spent most of his time at Catlin and subsequently XL Catlin, where his last role was as Regional Underwriting and Distribution Director.
Before the Catlin and XL merger, Bobby was the Chief Underwriting Officer of Catlin Asia Pacific, responsible for its insurance and reinsurance divisions. Bobby has a Master in Business Finance from Brunel University London, UK. He is an Associate of the Chartered Insurance Institute, UK.
